(BISMARCK, ND) – Erin Oban (D-Bismarck) was on Prairie Public’s Legislative Review with Dave Thompson on Friday, where they covered an array of topics from raises for state employees to establishing the state ethics commission.

The first topic covered was whether to expand the Board of Higher Education from 8 members to 15, after the measure to create two boards separate boards failed. Oban supports the new initiative. She says on a larger board the members would be able to spread out the work. It allows them to work in committees, and give more attention to specific initiatives. As a former school teacher, she knows the path for North Dakota to succeed is retaining talented teachers to educate the next generation, and they are in need of more resources in order to accomplish that.Republicans are trying to sneak the soundly rejected income tax repeal in the closing weeks, but Oban states she is not going to support the income tax repeal “in any way, shape, or form.” The three-legged tax stool includes “property, sales, and income” remove the income tax, and your stool is no longer steady. this will cause a dramatic increase in the other taxes, likely property taxes which have been rising for years.

 Where do you draw the line?
(BISMARCK, ND) – Today, the North Dakota Senate voted in favor of HB 1388, to let farm ownership be expanded to second cousins by a 35-11 margin. The current law allows the ownership to only be extended to first cousins. Family farming is the backbone of North Dakota, keeping farms in the family is important. One of the great qualities in North Dakota has been the quiet conviction that there are some things more important than profit. Family. Neighborliness. Rural communities.Senator Jim Dotzenrod spoke with Joel Heitkamp Wednesday about his opposition of the bill. “On the face of it, that might seem like a fairly small change, it really is sort of a question of how far do we want to expand, if we do this and go to second cousins…the next time we have an expansion proposed, it’ll be hard to say no if we start approving expansions, how do you draw the line, where do you stop?”

Representative Mitskog pointed out during a floor debate that there was no outcry from farmers for this bill. Senator Dotzenrod went on to tell Heitkamp  “The voters have told us by at 76 to 24 margin, the people are not excited about expanding corporations and corporate farming.  After that vote, most Senators claimed they were done, and not going to touch the issue again.” He hoped that they would just want to leave the law as is, unfortunately, this time they did not.

(BISMARCK, ND) – The House of Representatives approved legislation renewing the Violence Against Women Act with new provisions that restrict gun ownership for convicted abusers and expanded the rights of Native American women.An alarming number of native women and girls disappear or are murdered each year this legislation is aimed at protecting them. The VAWA has already provided more than $7 billion to grant programs that do everything from helping fund rape crisis centers to strengthening law enforcement resources aimed at prosecuting crimes against women.

“It is no secret that murdered and missing indigenous women is an epidemic. By voting against renewing the Violence Against Women Act, Congressman Armstrong showed he is not interested in protecting native women,” said Alison Jones, Communications Director of the North Dakota Democratic-NPL Party. “Today Congressman Armstrong made clear the victims of domestic violence are simply not on his radar.”

Where is Kelly Armstrong’s Replacement Healthcare Plan
(BISMARCK, ND) – A resolution condemning the Administration’s support of a federal lawsuit that could overturn the Affordable Care Act and risk coverage for pre-existing conditions and Medicaid expansion went to a vote in the House of Representatives today. If Kelly Armstrong got his way, 20,000 North Dakotans who gain health care through Medicaid expansion and 316,000 North Dakotans with pre-existing conditions would see their health care in jeopardy. With that much at stake, you would think Kelly Armstrong would have a viable alternative to the ACA.If you thought yes, you would be wrong. If you look at Kelly Armstrong’s website under the issue of health care, you’ll find… well, nothing.

Jon Godfread’s Tall Tales

Jon Godfread’s Tall Tales
(BISMARCK, ND) While he’s busy competing for the tallest politician in the country award, North Dakotans might want to ask Insurance Commissioner Jon Godfread about some of the tall tales he made about their health insurance.

It was only last year when Jon Godfread was standing tall when North Dakota entered into a lawsuit seeking to overturn the Affordable Care Act. Godfread even admitted to assisting the Attorney General’s office in the lawsuit. Godfread also stated that “we’re years away from a decision on (the Texas Lawsuit.)”
Not even one year later, the Texas Court ruled the ACA is unconstitutional and the Department of Justice is arguing that the entire law is invalid, putting 316,000 people with pre-existing conditions at risk of losing coverage.

“I doubt North Dakotan’s care how tall their Insurance Commissioner is, but they do care if their Insurance Commissioner is trying to take away their health insurance” said Alison Jones, Communications Director for the North Dakota Democratic-NPL, “Jon Godfread was elected to help North Dakotans, keep their health insurance and keep it affordable. If Commissioner Godfread would rather be the state’s cheerleader for an out of state lawsuit that risks coverage for almost half of North Dakotans, his efforts to stay continue as Insurance Commissioner will fall short…which is an unusual experience for him.”

(BISMARCK, ND)– Secretary of Education Betsy DeVos’ new budget proposes $7 billion in cuts to education programs, including eliminating all $18 million in federal funding for the Special Olympicsis being met with loud opposition from athletes, activists, even some Washington Republicans. 

Two people who have not spoken out against these cuts….Senator John Hoeven and Congressman Kelly Armstrong. 

John Hoeven and Kelly Armstrong have flaunted their support for the Special Olympics all over social media. Now that the federal budget is out and every last cent of the 18 million dollars in funding for the Special Olympics is at risk, Congressman Armstrong and Senator Hoeven are nowhere to be seen. 

It is absolutely shameful that John Hoeven and Kelly Armstrong used this organization for ‘likes’ on social media, then stay silent when the funding is at risk,” said Alison Jones, Communications Director for the North Dakota Democratic-NPL Party. “North Dakotans didn’t elect Armstrong and Hoeven to look pretty on Facebook photos. They were elected to fight for all North Dakotans and support programs they rely on, like the Special Olympics.” 

John Hoeven and Kelly Armstrong have never been able to stand against the Administration, maybe this can be a start. One would assume they would want to speak up against this cut, but you know what they say about assuming…

Kelly Armstrong is already embracing the swamp

Kelly Armstrong Putting North Dakota…Kelly Armstrong First:
(BISMARCK, ND) – He’s only been in Congress less than three months, and Kelly Armstrong is already embracing the swamp. According to Roll Call, Armstrong was appointed by D.C. Republicans to sit on the Select Committee on Climate Crisis. The committee is responsible for finding solutions to prevent and reverse the effects of climate change and promote energy independence.

One would think it would be a good thing for North Dakota to have a voice on combating climate change, but North Dakotans have to wonder if Kelly Armstrong will be putting his interests above theirs. Roll Call reports that Congressman Armstrong has earned at as much as $1.1 million from his oil business and owns at least 289 oil wells worth between $2.9 and $11.5 million. The committee Congressman Armstrong sits on oversees fossil fuel development.

“Kelly Armstrong promised North Dakotans that he was going to go to Washington to fight for them,” said Alison Jones, Communications Director of the North Dakota Democratic-NPL Party. “However, only three months into his term he is already brazenly sitting on the committee responsible for overseeing his vast financial empire. Kelly Armstrong promised North Dakotans he was going to Washington to ‘Drain the Swamp’ and work for them, but in record time he’s already become a member of the swamp and is working for himself.”

Dem-NPL Legislative Caucus Takes the Lead on the Blue Law Repeal

(BISMARCK, ND) – A bill pushed by Representative Pam Anderson (D-Fargo) aimed to strike the nation’s strictest so-called blue laws from the books passed the state Senate today with bipartisan support.The bill updates the allow to allow businesses to open on Sunday if they choose and repeals some of the most restrictive blue laws in the entire country. The bill will allow brick and mortar retailers throughout the state to compete with online retailers and Red River Valley shops and restaurants to compete with neighboring Minnesota retailers.

“The Dem-NPL legislative caucus was proud to be the main supporters for this bill,” said Alison Jones, Communications Director for the North Dakota Democratic NPL. “After several sessions of opposition from House and Senate Republicans, Dem-NPL legislators put politics aside and worked with the state’s business community to get good common sense legislation passed. Repealing the archaic blue laws is popular with both business owners and consumers, and while its passage out of the Senate is good news, it is unfortunate that 19 members of the Senate Republican caucus voted against giving their constituents the option of deciding when they want to shop.”

ICYMI: Sen. Kathy Hogan on Legislative Review
(BISMARCK, ND) – Sen. Kathy Hogan (D-Fargo) appeared on Legislative review with Dave Thompson. She focused on the “excellent hearings” regarding behavioral health over the past six weeks.

She cited major consumers and advocates coming to the capital to speak for the reason 15 major proposals are currently going through the legislative process. Many programs look at expanding targeted case management for children, and by working with the education committee, expanding behavioral health services in schools. Hogan states they are currently “in the process of deciding based on the new revenue forecast what can really do address the crisis.”

Hogan also spoke briefly about the passage of “Operation Prairie Dog” saying the process was “very collegial, and bipartisan. Local and state government worked together to find a plan that I think is mutually agreeable.” The bill is on the way to the governor’s office.

Cramer may flip flop…

Cramer may flip flop, but would never cheat on Trump
(BISMARCK, ND) – On March 1st, Senator Kevin Cramer said he had concerns regarding the “unnecessary” national emergency declaration from President Trump about the border wall “I plan to vote on it. How I’m going to vote I haven’t decided for sure yet,” Cramer told Reason at the Conservative Political Action Conference (CPAC). “I have concerns about it as well,”  he added, referring to Trump’s emergency declaration. “I frankly think it’s unnecessary, but we’ll see.”

Three days later on Fox Business , he said. “I happen to like the policy.” Cramer went on to explain that other GOP Senators will likely join Rand Paul in voting to block Trump’s declaration, but he thinks those Senators will not vote for a veto override.

The fact that Cramer would flip-flop in a matter of days’ surprises nobody. Afterall, he compares himself NOT voting with Trump to ‘cheating your spouse,’ “Can you imagine going home and telling your wife, ‘I’ve been faithful to you 55% of the time’? Are you kidding me?” It is clear as day, for Cramer, loyalty to Trump is above principle and consistency. Every time.

Cramer and Hoeven: The Administration First, North Dakota and the Military Last

(Bismarck, ND)– Federal funding for military projects to the tune of $98 million could have been lost, due to Senators Cramer and Hoeven’s blind loyalty to the Administration.Two projects, including a helicopter facility in Minot, and a National Guard Readiness Center in Fargo were sanctioned for the fiscal year 2019. President Trump’s emergency declaration would put those projects at risk if the border wall funding were not blocked by the Senate. However, today Senators Cramer and Hoeven put the needs of the Administration before North Dakota’s by voting against repealing President Trump’s national emergency.

“Over two weeks ago Kevin Cramer claimed that he and Senator Hoeven were in a position to ‘maximize the incredible contributions that this state makes to the security of our country’ but by voting to cost North Dakota $98 million in military funding, neither Cramer or Hoeven are interested in helping North Dakota keep our country safe” said Scott McNeil, Executive Director of the North Dakota Democratic-NPL Party. “With their votes today to risk $98 million in military funding for North Dakota, Senators Cramer and Hoeven made our military less strong and our country less safe.”

Several Republicans have vowed to vote to overturn the emergency declaration because they are aware of the financial impact it will have on their state. The memo apparently has not reached the desk of Kevin Cramer or John Hoeven, as they have shown the people of North Dakota that nothing comes before party, even if it means putting our national security at risk.

#ThrowbackThursday: It’s literally your job edition
(BISMARCK, ND) – We have a habit of calling our elected officials “Leaders” and they are but they also are REPRESENTING the will of the people. (or at least they say that while on the campaign trail.) If you truly want to be of service to your community and the state, common sense would tell you listening to the people in your community would be a good start.At the VERY least don’t complain about having to listen to constituents. Scott Meyer must have missed that day in Freshmen Politics 101. Back in February of 2017 he tweeted, “The Pontification Festival is over. Not many questions asked to the legislators, but we were lectured. Great way to spend a Saturday.” The grievance was retweeted by another Republican legislator from Grand Forks, Rep. Jake Blum. It is not the job of constituents to ask you interesting questions. It is your job to listen to the constituents.

If that doesn’t tell you that Meyer and Blum don’t get how this works. Maybe Blum’s vote against paid family leave, or Meyers many votes against increased funding for services we depend on will. In 2020 Grand Forks voters will remember the disdain Meyer and Blum have towards them.
