Meet Jolene

Jolene attended North Dakota State School of Science in Wahpeton for two years before continuing her education at the University of North Dakota, where she earned a degree in Elementary Education and Mathematics in December 1987.

She began her teaching career in 1988 at Midway Public School, where she taught for 16 years. She then spent 17 years at Grafton Public School, teaching math, English, science, and STEM to middle and high school students. During her time in Grafton, she also served as co-president of the Grafton Education Association for five years. She currently teaches English Language Learners (ELL) at Park River Area Schools. Over the course of a 38-year career in public education, Jolene has embraced a variety of roles and valued the opportunity to grow professionally.

Raised on a small farm near Barney, North Dakota, Jolene graduated from Wyndmere High School in 1983. She has been married to Jeff Hermanson for 32 years. In 2004, they relocated to Grafton with their two sons, who are now grown – one residing in Fargo and the other in Milwaukee, Wisconsin.

Legislative Priorities

Jolene wants to see vibrant rural communities continue to grow and remain places where people can find good jobs and raise a family. She believes this requires local health care that is affordable and accessible—care that is cheaper, better, and closer to home. She supports maintaining local EMS services, hospitals, and senior living facilities, and believes every person in the valley deserves to have their basic needs met. That includes affordable rent, childcare, utility costs, access to nutritious food, and investment in essential infrastructure.

Jolene believes every child and student deserves a safe place to learn and grow while their caregivers work, and that public money should stay in public schools. She supports fully funded school meals so students can focus on learning instead of worrying about whether they will eat. She sees this as an investment that will pay off when students are prepared to enter the workforce. She also believes people need access to strong secondary education and training options.

She recognizes farming as one of the region’s most important industries, noting it has been hit hard by tariffs and global conflicts such as the war in Iran. Jolene believes North Dakota farmers support North Dakota families and must be supported in return. She advocates for helping farmers access and develop markets and for keeping family farms in the family. She believes the state should stand by farmers during difficult times.

Jolene also emphasizes the importance of integrity in government. She believes representatives should serve the people—not increase their own bottom line. She is committed to listening to constituents and fighting for them, and believes too many current legislators are not listening, instead telling people what they need rather than hearing their concerns.

District 19 Information

North Dakota Legislative District 19 is a rural district in the northeastern part of the state along the Canadian border. It includes all of Pembina County and parts of Walsh County and Cavalier County, with communities such as Grafton, Park River, Cavalier, Drayton, and Walhalla. Home to about 17,000 residents, the district is rooted in agriculture and small-town values, with strong, close-knit communities. Like many rural areas, it faces challenges including access to affordable healthcare, workforce shortages, housing, and maintaining essential infrastructure – issues that are central to the future of District 19.
