Hogan leaves an indelible impact on North Dakota
House Minority Leader Zac Ista (D-Grand Forks) said, “Kathy Hogan is the gold standard of public service. She cares deeply, works tirelessly, listens patiently, and acts courageously. Her mark on this state is indelible, and her legacy will be long-remembered and appreciated. I will miss my friend and mentor in the legislature, but I know she’s always just a phone call away enjoying her well-earned retirement.”

Saying Farewell To An Old Warrior. And Friend.
This week I found a newspaper account of that trip he took, taking leave from his railroad job to travel all those miles and walk 54 miles alongside Dr. King on behalf of rights for negroes in the south. In fact, he was one of the volunteer organizers of the march, directing traffic, and helping marchers find food and places to sleep, picked because he had military experience as a U.S. Marine. He was arrested once on that march, and spent a night in a big barn under armed guard before being released and proceeding on with the march. Just months after Martin and Byron did that, Congress passed, and President Lyndon Johnson signed, the Voting Rights Act of 1965. Byron was part of the work that made that happen.

North Dakota lawmakers poised to act next week on federal rural health spending

North Dakota lawmakers took final steps this week to prepare for next week’s special session to authorize the spending of federal health care money.
Congress last year created the $50 billion for Rural Health Transformation Program as a way to offset losses rural states will incur due to Medicaid cuts.

North Dakota received $199 million for the first year of the five-year grant, but is also budgeting for the additional roughly $200 million it expects for the second year.

Grok/Mecha-Hitler/Mecha-Child-Porn
Artificial intelligence (AI) chatbots have to be trained, but it seems that Elon Musk’s X.com has the most incorrigible of the AI puppies. Ask it to fetch your slippers, and it comes back with a swastika. Expect it to point out a game bird, and it retrieves child sexual abuse material (CSAM). Kristi Noem, I assume, would have shot it by now. Except, all things including the Epstein files considered, there may be some in her circles for whom those things are features, not bugs.
The other night, I was watching reality-TV with my wife—you make certain sacrifices in a relationship—and one segment featured sheriff’s deputies executing a search warrant at the home of an elderly couple and their 30-something son. It seemed that someone in the house had been trading CSAM online. A task-force investigator talked to the three of them in the driveway. As soon as he said, “Child porn,” the son’s face contorted and he slowly slid behind his mother.
The son was later arrested for production, possession, and distribution of AI child pornography, some of which looked “very realistic.” I had questions: Was this guy some kind of computer whiz? What kind of AI allows someone to produce that kind of material?

Letter: A history lesson on opposing authority
When regime change was forced upon their newly adopted home, the persecution they believed they had left behind erupted once again. By 1942, families like Anne’s were being systematically rounded up by secret police, taken into custody, and sent to detention centers where they were summarily disappeared.
In willful violation of the law, the Franks chose to go into hiding. Some of Otto Frank’s employees, led by a brave young woman named Miep Geis, risked execution by weaponizing an attic that would conceal an annex apartment where Anne’s family would live in secrecy and fear for 761 days before they too were captured and deported.

Port: Having accomplished nothing, a bozo takes his leave
But Rios made more headlines for his activities outside of his legislative duties. During an arrest for driving under the influence, Rios berated officers with bigoted and homophobic language, and made political threats toward them. During the recent legislative session, Rios made an antisemitic post on social media demanding the overthrow of the "Jew" president of Mexico.
Rios hasn't ever learned his lesson, either. Not so long ago, in response to something I wrote about the North Dakota Republican Party inviting Royce White — an antisemitic U.S. Senate candidate who has spent campaign dollars on strip club visits and other dubious things — to speak at their convention, Rios called me a "fat loser."

North Dakota Democratic-NPL Convention to be held in Bismarck, March 6-8
North Dakota Democratic-NPL Secretary and Convention Planning Chair Kari Breker said, “At a moment when division threatens progress, we come together – across generations, communities, and regions – to reaffirm that democracy works best when everyone has a voice and a stake in what comes next. This convention is about leadership rooted in hope, action over cynicism, and unity as the engine of lasting change. Together, we are not just defending democracy – we are building a future worthy of the next generation.”

Setting the stage for the North Dakota special session
At this point, we know about five bills that will be introduced in the special session. The one bill that relates to the federal rural health funding and four policy bills. The one proposal that could draw some debate next week is the bill that would give pharmacists more authority to prescribe medications for certain conditions.
The big unknown is we still don't know if any other bills will be introduced. Legislative leaders did not make any decisions on that this week and are expected to talk about it on Tuesday afternoon, less than 24 hours before the session starts. Lawmakers who have proposals that they want to introduce are supposed to make five-minute pitches to legislative management about their bill and why it's an emergency issue that can't wait until 2027.

North Dakota Senate Minority Leader Kathy Hogan retiring
“Despite many boundary changes, District 21 is still the heart of Fargo and West Fargo,” Hogan said in a statement. “It is a rich kaleidoscope of neighborhoods, schools, churches, businesses and parks. It is the home to some of the most vulnerable citizens in our state whom we have nurtured and supported for decades. It is a diverse group of good people living and working together by living and learning continuously.”

McFeely: Doug Burgum’s ominous words about Greenland
Burgum’s latest campaign has taken a darker turn.
In the run-up to a White House meeting about the fate of Greenland with officials from the territory and its largest funder Denmark, Burgum has taken to the airwaves to pitch the importance of America acquiring the island by hook or by crook.
On Newsmax last week, Burgum framed the United States overtaking an autonomous territory already under the auspices of a sovereign nation (and fellow member of the North Atlantic Treaty Organization) as “national security” against Russia. This despite the fact America has a military base there and pretty much has free will to do what it wishes for the purposes of “national security.”

Donald Trump Guts Rural Health Care Beyond Repair
“Donald Trump has decimated rural health care. Trump’s new fund barely makes a dent in the massive cuts from his Big Ugly Bill, which devastated already struggling rural hospitals and health clinics. His Medicaid cuts, combined with his refusal to extend the ACA tax credits, have made health care unaffordable for millions, closed rural hospitals, and his ‘great health care plan’ does nothing to meaningfully lower costs. Everyday Americans, especially those in rural communities across the country, are facing impossible choices between getting the lifesaving care they need or going without it.”

US Senate Dems launch midterm affordability push with focus on housing costs
Duckworth said some solutions to housing could come through rethinking the processes in place now, similar to how the Department of Veterans Affairs changed its approach to homeless veterans.
“VA used to say, 'You have to get clean and sober, and then we'll give you a voucher to get into an apartment.' And so it made no sense, right?” Duckworth said.
“So we had to change the thinking to what the homelessness community had been working on, which is reduction of harm — get them into the housing and then work on getting them clean and sober,” she continued. “And by changing that thought, we were able to immediately start pulling veterans off the streets, put them into housing units where they immediately were also getting counseling, getting treatment."

States Tackle the Childcare Shortage in Rural America with Tangible Results
Across the nation, the consequences of a childcare shortage are dire. Women leave the workforce. Young families move away. Employers can’t find enough workers. The childcare providers who remain often leave the field for better-paying jobs, and those who stay may have to rely on public benefits to feed their own children.
Rural communities feel these pressures most acutely, as a report commissioned by United WE, a nonpartisan think tank in Missouri that focuses on women’s labor participation, explains. “Rural areas often have a limited supply of childcare providers. Smaller, dispersed populations make it difficult for programs to enroll enough children to remain financially viable. To break even, a typical childcare center needs approximately 150 children enrolled. In rural communities, however, lower population density makes it challenging to attract that level of enrollment, causing financial strain on providers. Additionally, recruiting and retaining qualified staff is difficult because wages are lower and professional opportunities are limited compared to urban areas” (p.16).

BREAKING: Donald Trump Gives the Middle Finger to Workers in Michigan — Literally
“Donald Trump is more concerned with his ego than his spiraling economy, where job cuts are skyrocketing, hiring has slowed, unemployment remains high, and prices continue to soar. As working families struggle to make ends meet in Trump’s economy, the Trump family and their wealthy donors keep getting richer — there’s no bigger ‘F-you’ than that. The real question is: Why does the mere mention of Epstein set him off?”

Trump Still Only Has “Concepts of a Plan” for Health Care Reform
The enhanced subsidies that made the Affordable Care Act more affordable for 22 million Americans last year expired at year’s end. Initial Obamacare enrollment has already dropped by 1.4 million people, and that number may be bleaker now that the final enrollment period has ended in most states. People trying to maintain their insurance coverage face significantly higher premiums, and that even includes those with employer-provided insurance.

On top of that, a recent change in North Carolina law required an in-person consent visit three days before a termination. The same number of patients were now filling twice as many appointment slots.

Graham would need to wait nearly two weeks for an abortion.

GOP senator gives the Fed’s Powell bad advice, urges him to resign as part of a ‘deal’
But what Cramer has described isn’t an example of elegance, it’s an example of extortion.
I’d encourage the North Dakotan to consider an alternative hypothetical scenario: Imagine a future Democratic president really wants Cramer to resign from the Senate. When the lawmaker refuses, the Democratic administration opens an obviously pretextual criminal investigation into him.

The North Dakota Democratic-NPL is launching a new grassroots program called “Neighbor to Neighbor” where volunteers will connect with voters in your community to elect Democrats up and down the ballot. As a volunteer, you will be responsible for connecting with voters in 25 homes in your neighborhood or friends and family to help elect Democrats up and down the ballot about 3-4 times this year.
