Crossover 101
The House and Senate have finished voting on all the bills they proposed! Now, the bills that passed cross over to the other legislative body to be heard in committee and voted on again! Between today and March 4, the Legislative Assembly is in Recess. On March 5, they will reconvene for committee hearings, and they are set to gavel back in for floor sessions on March 7.

I spoke to Louser, who told me that, even though he voted for the resolution, he was impressed by an impassioned speech delivered by Rep. Austin Foss. He said he spoke to Foss about his speech afterward, and spent a lot of time thinking about the vote in the hours since he cast it. "It really started to sink in," he said.

North Dakota lawmakers break for crossover
Tuesday marked the 34th legislative day. Lawmakers are limited to 80 legislative days every two years, and they typically like to save a few days. When lawmakers don’t gavel in, it doesn’t count as an official legislative day. In 2023, lawmakers met for 75 legislative days during their regular session.

No matter. Senators who expressed rational concerns early on folded at the critical moment. I have been told by a member of the U.S. Senate that any Republicans who suggested they might vote against Donald Trump’s nominees were threatened with a primary, paid for by Elon Musk. That’s not the worst of it. According to Vanity Fair’s Gabriel Sherman, Senator Thom Tillis told colleagues of “credible death threats” reported by the FBI when he was considering a vote against Pete Hegseth. The threats appeared to have their effect: Tillis voted yes and Hegseth was confirmed, with Vice President JD Vance casting the tie-breaking vote.
