It's not an unreasonable argument on paper, but as a practical matter, his "skin in the game" amendments to the property tax bill ensure that people who own expensive properties will receive the full tax credit, while those on the other end of the property value scale do not.

This disparity in relief would hit the hardest in our state's rural communities, where home values tend to be much lower than in the larger communities. Hogue has pitched his "skin in the game" approach as a boon to rural citizens — he imagines that voters who get too much property tax relief will be inclined to vote willy-nilly for bond measures that jack up the taxes on the owners of farm land — but he's actually limiting the amount of property tax relief they can receive.

But some of Klemin's House colleagues didn't interpret his comments that way. Immediately after Klemin spoke, Rep. Jayme Davis, a Democrat and a member of the Turtle Mountain tribe, rose to make it clear that her tribe is not in cahoots with China.

"I just want to be ultimately clear that the tribal nation that is looking to expand the casino, it does not have any ties to the Chinese communists," she said.

Well, this legislation skipped the standard process. It was tacked onto the budget bill as a last-minute amendment when it should have been a bill of its own where the public could provide testimony. Instead of the standard level of scrutiny where the nonsensical nature of this legislation could be laid bare, it was hoped that we wouldn't even notice.

House Bill 1540 would have established Education Savings Accounts for private school students. Armstrong said in a statement that he supports school choice but said the bill “falls far short of truly expanding choice as it only impacts one sector of our student population.”
